About the Role

The Executive Director directs the operations of the Vuntut Gwitchin First Nation (VGFN) in accordance with directives, and priorities set by the Vuntut Gwitchin First Nation Chief and Council and the Management Committee. The Executive Director ensures operations comply with bylaws and policy, are within approved budgets, and are in collaboration with community organizations, partners, and citizens. The incumbent will also lead planning processes to align strategy with operations to deliver services in the best interest of citizens. Reporting to the Chief, some of the responsibilities include but are not limited to;

  • Advises Chief and Council on all aspects of VGFN activities through providing updates and information, submitting plans and proposals approval, and liaising between council, committees and management.
  • Directs planning processes with Council by implementing the strategic plan, ensuring policy frameworks and structures exist to support oversight, regulation, accountability, and inclusiveness.  
  • Manages operations and personnel by establishing work plans with department heads, promoting capacity development through evaluating activities and progress and addresses personnel issues. 
  • Oversees financial management and strategy through preparing budgets in conjunction with Finance, department heads and Council, reviewing reports, and approving expenditures.
  • Implements human resources, financial and administrative frameworks, policy, and strategy, fostering a culture of ongoing improvement.  
  • Oversees program evaluation to improve program delivery and resource management.
  • Represents VGFN's interests and positions in negotiations and in joint initiatives whilst maintaining strategic relationships with a wide variety of partners.  
  • Maintains custody of governance and legal information including citizen registries and territorial jurisdiction.
  • Participates in management committee meetings, providing direction and oversight in order to achieve the VGFN 5-year strategic plan.  
  • Responds to crisis situations of employees and citizens and consults with appropriate parties to identify and achieve solutions.

  • Flexible Work Hours: Vuntut Gwitchin First Nation offers flexible working hours. Employees may choose to work 65, 70, 75, or 80 hours biweekly (some guidelines will apply).
  • 4% Northern Community Remoteness Allowance for employees residing in Old Crow full-time.
  • 4% Northern Travel Allowance for employees residing in Old Crow full-time.
  • 4 weeks’ vacation to start, 12 days Management leave plus two weeks paid time off over the Christmas season.

What You Bring:
  • Bachelor’s degree in business, management, public administration, first nations governance or related field, as well as continued personal and professional development or significant relevant experience.
  • Significant senior leadership experience developing, implementing, and evaluating organizational strategic visions, working in a Self-Governing environment.
  • Considerable experience motivating and managing human resources, overseeing finance (budgets and procurement), policy, and governance, to translate political direction into operational strategy and business plans.
  • Considerable experience in partner and network management and negotiations to navigate and advance organizational political positions and interests.  
  • Leadership experience in the public sector and/or a first nation organization possessing a final/self-governing agreement is an asset.
  • Ability to live and work in a remote community is an added advantage.
